The October 17, 1905 manifesto “On the Improvement of State Order,” signed by Nicholas II at the height of the all-Russian October political strike, proclaimed civil liberties of speech, conscience, assembly, and trade unionism, as well as the establishment of the legislative State Duma with representatives from the entire population. The sessions of the 1st State Duma were opened on April 27, 1906.
